What smart-phone can I buy in the US that will work to check email in Vietnam?

Realization that the phone-I will do the trick, but this is intended to be a gift for someone in Vietnam and the iphone requires a back here. The unlocked iPhones are over $ 600. Is there something cheaper (and less complicated)? The device doesn 't have to work with a network of cells in Vietnam, just a web browser and an ability to check email. Thank you!
