Do web apps need to be developed platform specific to the smart phone they are accessed on?

If you were to design a web app- an application designed to be accessed via a web browser would the application need to be developed in the programming language of the operating system software? Main question is, why design different apps for different smartphones if a web app could be designed that would work on all platforms? Thanks for your help! :)

    well, depends on the programing language you use. there are some platform independent languages like java Jpt
