is it possible to get a smart phone for verizon wireless and not pay the data charges?

bottom line- would i be able to get the samsung omnia [wich is a smart phone] without paying the monthy data plan charges for verizon?
You have to have a data plan no matter what, even if you buy it from the web-site. The service will NOT work without it. I work with a wireless store and I can’t even get out of it. mustang.
