Using a smart phone to access the net?

Someone told me that I could take a smart phone, connect it to a PC using a USB cord, and access the net on the phone. Then I would be able to access the net on the PC via the phone. The phone will act as a modem. Is this true? I would like to try this using a LG Voyager. I have a friend that lives in a very rural area and I am hoping this will help them access the net.
